The best way to see a sheep in this Kanji is you view it like your looking from the sky. The dashes on top are the short horns and the bottom of the Kanji is the little tail they have in the back. Those three lines in the middle if you loosely traced around them they would make a silhouette of the fluffy wool sheep have.

This might be a bit of a reach but I think of this Kanji as Jesus carrying the two sheep on his shoulders. In Luke 15 4-7, this verse describes how a shephard will go search for the one lost sheep – or in this case two, and leave the 98 to bring them back to the heard.
